Please cite policy and justification when mucking with severity.
I hardly believe that there's any justification for higher severity
here since dmesg works just fine for many people.

This has nothing to do with dmesg or util-linux, but might be related
and useful to know.

How about /dev/kmsg ? What does it contain? (cat /dev/kmsg)

Could you try other access methods? (eg. dmesg -S)

Could you provide strace logs for running old and new dmesg versions?
