Hi, I think this belongs to this bug: Since devilspie does not seem to talk to gnome-session, the session startup is delayed ontil a timeout occurs, and only then the gnome splashscreen disappears. In gnome-session-properties, this is visible by a "clock and arrow" symbol next to the devilspie entry.
