I have the same problem, but my machine uses 3.2.68: #uname -a Linux lacie 3.2.0-4-kirkwood #1 Debian 3.2.68-1+deb7u1 armv5tel GNU/Linux I had to comment the "bind-interfaces" line from /etc/dnsmasq.conf in order to make it start.
