Wine includes support for handling 32 bit and 64 bit Windows programs 
automatically.

Just look at the openSuSE 64 bit wine package. It can run 32 as well as 64 bit 
Windows programms using just $HOME/.wine as 64 bit WINE home.

To also fix the debian packages (wine32/wine64), you just need link the 64 bit 
wineserver and wine64-preloader into /usr/bin.
Additionally, you need to COPY the 32 bit wine and wine-preloader binaries into 
/usr/bin.

/usr/bin/wine will be able to start 32 as well as 64 bit executables.
