Dear Maintainer,

the latest security updates (#783451) introduced a change in the 
handling of files/directories in a MANIFEST.SKIP file.

Previously, files/directories in MANIFEST.SKIP are not checked by 
default (cpansign -v). Now, all files are checked. There is a --skip
option that prevents cpansign from checking files/directories in 
MANIFEST.SKIP, but upstream missed to change the logic for parsing
the option in cpansign after changing the default.

I send a patch to upstream and this is fix in 0.79:

Please integrate the patch to let cpansign behave like before the
security updates by additionally use the --skip option.
