It is definitely a bug that /var/lib/anope is missing.  On the other
hand, I don't see it actually trying to create anything there...  Which
is probably because I have it talking to mysql, and not using
/var/lib/anope/db/

An entry for "/var/lib/anope/** rw," is probably in order.  The "rw" may
need to be as much as "rwmk" for Mmap and locK access.

/usr/lib{,32,64}/** <-- all files under /usr/lib/, /usr/lib32/, /usr/lib64/
So it's explicitly very broad.

I expect that it's the same way as what I did here... file a bug asking
