Please do not get hung up on *one* example. There are so many issues, but
I'm not going to spend my time on trying to give you a long list.

As already mentioned, if you really want to move the binaries you'll
have to keep compat symlinks around forever. Look at how other packages
handles similar situations.

Even if we just focus on the intregration issue with mkfs, you're missing
a Breaks: util-linux (<< 2.27) in btrfs-tools. This would have ensured
noone got the new version of btrfs-tools installed before it would
actually work. This is an RC-severity issue in btrfs-tools.

If you're unable to even see the implications of this I'll just repeat
my previous suggestion: revert the changes and once the new version
is in testing just pretend that 4.0-1 and 4.0-2 never existed.
That's atleast what I would have done in your situation.
