On your README.Debian you state that: Users will need to put "(require 'tex-site)" in their "~/.emacs" to load AUCTeX, unless the local system administrator chose to start it by default. That's right, but if your debconf level is too high, you're not going to see the conf. question, and anyway the default value is "Yes, install AUCTeX support site-wide".
