See https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=785218#10. Now the question is how consistent your state before the upgrade was and what went wrong inbetween (see above). Because both a new install and a upgrade from 4.4.3-1 work fine. Just tried. The diversions should be in place when you have the old version (jessie or something based on testing pre-jessie-release) on upgrades and thus it works.
