The wireless-tools just doesn't have support for WE-19 yet.

And the MadWiFi driver is still very alpha, they haven't released a
stable version yet. Either you have to wait for both MadWiFi and
wireless-tools to mature, or you could try to compile an older version
of the MadWiFI source code that doesn't use WE-19.
