The qa.debian.org repository has a fork of dd-list that is used because it ignores everything except the most recent release of a package. https://anonscm.debian.org/viewvc/qa/trunk/bin/dd-list?view=co The version of dd-list in devscripts does not do that. On IRC James Vega said that it should not be the default. As a compromise I would say that dd-list should probably ignore versions marked Extra-Source-Only: yes by default and also have command-line option for only looking at the very latest source and binary packages.
