The homepage in d/control, http://blockdiag.com/en/, seems wrong: When going to the actdiag section and following to the pypi section, you end up on a site which has only a version of 0.5.4 (Debian is now at 0.8.0) PKG-INFO refers to http://pypi.python.org/pypi/sphinxcontrib-actdiag which seems more correct. At least it has version which matches the Debian version.
