When mini-buildd does an early reject of a packeg, for example with ""REJECTED (sid-zg-experimental): ser2net 2.9.1-1~zgSID+0: Missing file +ser2net_2.9.1.orig.tar.gz' neither in upload, nor in pool (use '-sa' for uploads with new upstream)" that error message does not seem to be visible in the web interface. At least it isn't shown in when clicking on the package name, neither when one clicks on the version. The error message is given, however, in the e-mail that mini-buildd sends out, but I think that the reason should be visible in the web interface as well.
