No, by adding it to Suggests you did not change anything. workrave links against libxfce4panel-1.0.so, which is in package xfce4-panel, and thus dpkg-shlibdeps will always add xfce4-panel to shlibs:Depends. The way to fix this bug will be splitting xfce4 plugin to a separate binary package. -- Dmitry Shachnev
