* What led up to the situation?
This is an old bug.
In the file "/etc/init.d/hwclock.sh"
"head" and "tail" are not available if "/usr" is not on the mounted
root partition.
Use "sed" instead, for example
sed -n -e '1,3 {$ p}'
Since the addition of a test for "udev", the rest of the script is
not executed, making the use of "hwclock" as the primary available
source of time useless without changing the script.
Should be fixed with a configuration variable.
