That might have made sense in the Python 2 world with symlink farms, but for python3, all arch-indep packages can support all new unsupported versions of Python immediately. The only reason that isn't the case here, is because Depends have been artificially tightened. Presumably to track which easy_install-X.Y binaries were built?
