You seem to be running <= oldstable version of Debian. Please upgrade to a newer version and report back if your issue persists or not. (fwiw, In testing/unstable the usage of mtab is fully disabled.) (If you intend to stay on the old version I'd suggest making sure that you have /proc mounted inside your chroot and see if that helps resolve the situation. If not, again, try upgrading.)
