Package: needrestart
Version: 2.1-1
Severity: normal

needrestart suggests to restart my emacs.service running as part of my
user session. I believe it mistakes it for a system service...

In either case it fails to restart it:

+---
| Restarting services using systemd...
| Failed to restart emacs.service: Unit emacs.service failed to load: No such
file or directory.
+---
