While I'm translating installation manual via PO file, I found following
behavior of xmlpo.  in manual/en/welcome/doc-organization.xml:

<xref linkend="boot-installer"/> describes booting into the
installation system.  This chapter also discusses troubleshooting
procedures in case you have problems with this step.

is converted to the following PO entry:

#. Tag: para
#: welcome.xml:436
#, no-c-format
msgid ""
"describes booting into the installation system. This chapter also
discusses "
"troubleshooting procedures in case you have problems with this step."


It assumes the entity is the very first of the sentence.  But this is
not true in some languages and cultures.  

For my case (Korean), a chapter (or a document) is never an active thing
and it's very weird when a chapter became a sentence's subject.  "The
chapter describe something..." should be translated like "In the
chapter, you can read something..." in Korean.
