There is no cab support in the libappstream-glib library, at least the
configure.ac script doesn't tell anything like that... The builder
parts apparently depend on the gcab *executable* for some stuff, but
we don't ship the builder in Debian currently, as Debian doesn't use
the AppStream XML spec, but the YAML implementation instead. Also, the
builder doesn't properly support Debian and is mostly used by Fedora
(and Arch recently).
So, depending on libgcap seems to be pointless here, especially since
the patch you mentioned only touched libappstream-glib in a non-gcab
dependent way anyway.

What I can do soon, however, is enabling firmware support in
GNOME-Software, which is probably what you are missing at time.
