I can't reproduce that. If you can select a spell checking language
while you at step 3 you have something different than Icedove from the
package.

You have checked with a fresh profile or while working in safe mode?

On all of my various installations I just can pick a language if I'm in
the body of my new email. And of course it uses the last selected
language.

Ah, I forgot. You need to set message format to Plain Text Only.
On step 3, you need to select the language using context menu. The toolbar 
button is disabled for some reason. See attached screenshot.
