Just to clarify, I presume you mean:

 [A] "...whether there's a way for a specific _package_ to tell reportbug to
     unconditionally avoid specific files when processing _itself_..."

as opposed to:

 [B] "...whether there's a way for the _user_ to tell reportbug to avoid a
     class-of-files for _all packages_..." (e.g. using the "config-files"
     reportbug config-setting)

If so, I don't (yet) know about [A] myself. Will investigate soon unless
someone else does first.

...or so we don't lose track, this existing bug could stay open and just be
tagged as blocked by the reportbug wishlist-bug.
