So I just ran into this myself. The history file showed that I just did this to fix it: Install: libfdisk1:amd64 (2.26.2-9, automatic) Upgrade: initscripts:amd64 (2.88dsf-59.1, 2.88dsf-59.2), sysvinit-utils:amd64 (2.88dsf-59, 2.88dsf-59.2), util-linux:amd64 (2.25.2-6, 2.26.2-9) I did apt-get upgrade before that. Since I didn't do an dist-upgrade util-linux and sysvinit-utils weren't upgraded but initscripts was. It seems that I've been in that state since may but never rebooted so didn't have that issue.
