I looked into this for some time yesterday but I didn't file a bug for
reasons outlined below, as well as not being able to provide a patch...

So, I could reliably reproduce the failure yesterday in the following
case:
- System has fr_CH.UTF-8 generated
- LANG is not exported
- "fr_CH" exported as LC_MESSAGES (NB. no UTF-8 suffix)
However:
a) This prints a bunch of "perl: warning: Setting locale failed."
warnings that are not visible on reproducible.net
b) This is a little *too* contrived for my liking..
(Just throwing that in here as this bug was filed.)
