Dear Maintainer,
In Ubuntu, the attached patch was applied to achieve the following:
* d/control: Drop python-nose-exclude from BDs, and add
${sphinxdoc:Depends} to Depends.
* d/rules: Run functional tests during build, and skip tests
that require tempest.
