I'm the maintainer of vserver-debiantools and I think it should be removed from the archives. I guess you will not touch latest stable but it should at least be removed from sid (and then after some time testing too). The package has not been updated for latest stable and it does not look like it is working anymore. The package uses the tools in util-vserver so no new functionality is introduced. The package was there too keep backwards compatibility, but that is to a version that is very old and most people should have learnt the new syntax by now. Quite obviously people have as I had not got any bug report on that even though the tools is not really working at all.
