The newest versions of youtube-dl don't appear to have a fix for this bug.
Can you please provide the output of running youtube-dl with the --verbose
flag, while trying to convert the video?

I've posted my output from the version currently in testing (and sid) on the upstream report about this:

There is also https://github.com/rg3/youtube-dl/issues/4012 , which is basically a duplicate of this and has the same messages.
