repeated too quickly, refusing to start.
         Sep 18 06:21:21 <hostname> systemd[1]: Failed to start System Logging 
Service.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
     while apt-get bails out I've verified that rsyslog appears to have
     restarted anyway

   * What was the outcome of this action?
     apt-get fails
     
   * What outcome did you expect instead?
     apt-get succeeds
