This doesn't sound like a bug in icewm, more like some issue in other
core components (video driver, font libraries, etc.) which icewm just
triggers by chance.
Plese share your /var/log/Xorg.0.log file. And try the scrolling with
basic programs (like, xterm), gnome based programs and Qt based programs
(Terminator, konsole, etc.), and report the detailed results.
