This is a good point. It seems to me that no icon is displayed if the menu-icon filename doesn't exist or icon name can't be looked up in a theme.

My question was if the gnome theme was used as a fallback if the user has another icon theme selected. Maybe the hicolor icon theme serves that purpose?

There is an emblems/emblem-debian.png in the hicolor theme that is added by the desktop-base package, if the hicolor is the icon theme fall back we could avoid having a fixed path of the file.
