LO uses only the headers so it's indeed ok to have no dependency. And also to not rebuild it as it was already checked to still build.

libreoffice build-depends on libvigraimpex-dev but doesn't depend on the shared
library. Any idea why it build-deps on it? Cc'ing Rene. Apparently we won't need
to rebuild it.

The rest looks good. You can go ahead with an upload to unstable.
