I am now running on this bug on Sid while I didn't hit it last
week. There has been an update of cdebootstrap in the meantime. I am
using the two-stage bootstrapping:

cdebootstrap --foreign --flavour=build sid /var/tmp/sid
chroot /var/tmp/sid /sbin/cdebootstrap-foreign
