The URL for the old changelog is <http://metadata.ftp-master.debian.org/changelogs/main/l/linux/linux_3.2.68-1+deb7u3_changelog>. I find old changelog by browsing the ftp directory <http://metadata.ftp-master.debian.org/changelogs/main/l/linux/>. I guess the new changelog will be uploaded soon. I am not sure though.
