The giflib library is still on the 4.1.x branch, introduce to Debian in 2006,
nine years ago. Time for an upgrade. The current version 5.1.1 has the
expected soname bump, and is source incompatible with 4.1, although many
packages can just be rebuilt, accommodating both 4.x and 5.x versions. So I'm
suggesting to keep the package name of the -dev package and fix issues once the
package is uploaded.
I've done this transition for Ubuntu; most of the patching is just tedious
renaming. I'll file bug reports for the single packages user-tagged as
