Hi, dballe is not installable in sid on any architecture, at least since 2015-08-02. The reason is that it depends both on libstdc++6 and libdballe6. However, libstdc++6 (5.2.1-23) declares a Breaks with libdballe6 (<= 6.8-1). Cheers -Ralf.
