I confirm the problem and offer a solution. Inititially /etc/fonts/conf.d contained a broken symlink: 70-no-bitmaps.conf -> /etc/fonts/conf.avail/70-no-bitmaps.conf After running dpkg-reconfigure fontconfig-config ; dpkg-reconfigure fontconfig the link reads 70-no-bitmaps.conf -> /usr/share/fontconfig/conf.avail/70-no-bitmaps.conf and printing from iceweasel renders the page readable with fonts at least similar to the screen view.
