You can just reassign the bug and tell the maintainer that the rationale is already in the bug logs. The only missing thing before a reassign is a patch fixing the reproducibility problem. I'm short of time these days, but here is an idea that might work: Use the NEWS file as the upstream changelog, it's a lot better for that than the current one. If would make changelog.gz a symlink to NEWS.gz if this were my package, as I like to keep upstream filenames unchanged, but this could also be done by explicitly telling dh_installchangelog that NEWS is going to be the upstream changelog. So, I leave the details to you :-)
