"of course" (to me at least) this would be C.UTF-8, but I don't feel
right at owerwriting LC_ALL that way, I'll have to think more about
this, sorry.
(Yes, I'm part of the reproducible builds team, but I don't think
putting LC_ALL in the builder is a sane choice)
