System: Debian GNU/Linux 8.2 (Jessie); Kernel 3.16.7-ckt11-1+deb8u5 with libc6 2.19-18+deb8u1 BTW: Ubuntu 15.04, 15.10 behave same way (no UTF8). Ubuntu 14.04 (vsftpd 3.0.2) responses with UTF8. Debian GNU/Linux 7.9 (Wheezy) running vsftpd 2.3.5-3 responses with UTF8 too!
