ERROR: A CVS repository cannot contain both .../server.xml,v and .../Attic/server.xml,v Well, my CVS repository does contain both, so deal with it. ;-) In this case I think it would be sufficient to ignore the attic version, or alternatively to first import the histories from the attic version, and then from the repository version.
