This is because 3.4-1 hasn't been built for all architectures yet; if
you look at the top of the page you'll find a clue to this:

  Debian Bug report logs: package proguard in unstable (versions 3.3.2-1, 3.4-1)

... and

shows it in the right section.

Admittedly, it's only hurd-i386 that hasn't built it yet. Maybe we
should restrict the default architectures to all release architectures
or something, rather than all archive architectures.
