I've built systemd 228-1 with that patch removed and I could still reproduce the problem. I could also reproduce it on Arch Linux with systemd 227, so the issue isn't specific to Debian. Thus I filed a bug report for systemd: https://github.com/systemd/systemd/issues/1961
