That's not an error. The file is marked up as reStructuredText, and the ‘::’ at end of a paragraph introduces a block of literal text. I'm tempted to change this bug report to request the ‘README.Debian’ file state explicitly that it uses reST markup, perhaps via a reST comment at the end.
