It should be fixed by util-linux (patch 50% done by yours thruly), and glibc. It is wontfix for initscripts. It is almost-pending for util-linux. I have no idea if, after util-linux is fixed, glibc will do the right thing and make sure /etc/localtime is always valid (bugs will need to be reassigned to glibc, I don't think they have been notified yet. /etc/localtime IS glibc's domain, as timezones and locales are their domain. It should be kept up-to-date by tzconfig. It should be a copy of the zonefile instead of a symlink. d-i probably has to be fixed to severely discourage UTC=no and to also do copies, but that's something else.
