It's jarring to see aptitude claim to do something you asked it not to do, and then even more disconcerting to see it not do something it has claimed it is going to do.
I changed this to print the following now, hopefully it addresses your concerns: ... 1 packages upgraded, 0 newly installed, 0 to remove and 196 not upgraded. Need to get 66.0 kB of archives.
