Control: tags -1 + pending

When using aptitude with the -d flag, the text output is confusing because it 
doesn't indicate that files will only be downloaded, not removed or installed.

i'm seeing the same behavior on a lenny/sid system.  It's jarring to
see aptitude claim to do something you asked it not to do, and then
even more disconcerting to see it not do something it has claimed it
is going to do.


I changed this to print the following now, hopefully it addresses your
concerns:

 ...
 1 packages upgraded, 0 newly installed, 0 to remove and 196 not upgraded.
 Need to get 66.0 kB of archives. After unpacking 9,216 B will be used.

 Note: Using 'Download Only' mode, no other actions will be performed.
 Do you want to continue? [Y/n/?] n
 Abort.
