Control: retitle -1 dropbear-initramfs: can no longer unlock the disk with the 
keyboard when DHCP is not available

This happens with the 4.1 kernel too after running:

  update-initramfs -u -k all

I suspect that this bug comes from the following change:

dropbear (2015.68-1) unstable; urgency=low

  + Run configure_networking in the foreground.  (Closes: #584780, #626181,
    #739519.)

Network configuration doesn't end until DHCP is available, and
since it is run in the foreground, one never gets the prompt for
the passphrase.
