(or maybe people carefully apt-pinning stuff from testing, and updating borgbackup without updating setuptool-scm. So even if you found the bug in the wrong way, the bug still persists and you are right (even if I don't think many people will hit such use-case, I checked and at least ubuntu and ubuntu based shouldn't unsuitable versions) cheers!
