While your patch looks sane, I don't know enough about linux-user to judge wheenver it does the right thing. So unlike #805826, I can't really apply this directly, I'd rather wait for upstream to apply it first, and next it can be cherry-picked to debian. Did you try to file this bug report upstream and/or send this patch upstream? BTW, your patch included the original file too, signal.c.orig, which is obviously not what you intended to do.
