I can reproduce the problem, as do others. However the fop backend is deprecated in Publican and does not get much love. They recommend the use of wkhtmltopdf (which gets used by default when available). I did not add this package to Depends or Recommends before because publican needed a patched version in the past. I think this is no longer the case and I should probably replace the fop dependency with wkhtmltopdf. Can you try it out and let me know how well Debian's wkhtmltopdf works with publican?
