I think the issue here is with the included /etc/network/if-up.d/gogoc script. The script basically says "as soon as a network interface comes up, restart gogoc". But... that includes gogoc's interface! So, systemd ends up restarting gogoc repeatedly until it realizes it's respawning too quickly, and gives up.

Removing the script seems to solve the problem for me (although I suppose it
may have other consequences).
